This document describes a proposed monitoring system and a plan for its use for the Stellwagen Bank National Marine Sanctuary, located twenty-five nautical miles east of Boston at the edge of Massachusetts Bay. The monitoring system includes the tools, instruments, and indicators necessary to assess the condition of the ecosystem that provides a habitat for numerous commercially important species as well as endangered migratory mammals. The authors, a group of graduate students in an ocean systems design course, describe design goals and parameters, the establishment of baselines, the three-tiered monitoring strategy, the computer model, and recommendations relating to the systems implementation. The appendix contains numerous specification sheets.
