"They" Are the Problem: Assessing Fisheries Management in New England

While interviewing fishermen in the New England region to prepare a social impact assessment of new regulations for the management of groundfishing, the author was struck by the frequent references to “other” categories of people as being the source of problems in these fisheries. As not so subtly indicated in the quotes used throughout this article, ethnic identity often plays the role of scapegoat in the fishing industry of New England.
